What are my chances of getting accepted to UCB, UCLA or USC?

I'm an international student studying at a CC in Santa Barbara, CA.
This Spring is my fourth semester, however, I'm not planning on transferring until fall 2011.

My top three schools I want to transfer to are UC Berkeley, UCLA and USC.

I'm a political science major,
My current GPA is 3.83 (but there is a risk my GPA will be around 3.70-3.75 by the time I transfer),
I'm in the Honors Program,
I'm the President of Phi Theta Kappa (Honor Society for two-year colleges),
I'm involved in several different organizations and clubs,
I work around 20 hours a week,

Does anyone know what my chances are of getting accepted to any of my three top schools (even if my GPA would go down to around 3.70)? I was told by an academic counselor that its rare that these universities care about the extra curricular things I've done because of the recession. Is this true?
