The main things worrying me is my 680 on SAT Writing, which is apparently well below Penn’s average. Does this kill my chances of getting in?

I think you have a very good chance, even with the 680 writing. Penn gives much more importance on GPA than SAT, and anyway your overall SAT is pretty good. Also Writibg is the least important of the three parts, and the math-reading combo of 1590 is super impressive.
