what are my chances of getting into phd program in top 50 engineering schools?

hi folks,
i am an international grad student currently pursuing my MS in mechanical engineering at Rochester NY. I have a 4.0 Gpa in my graduate and undergraduate coursework (along with a university ranking) and would like to pursue my phd in a reputed engineering school. Since I did not have a great GRE score (730 Quant, 620 Verbal, 4.0 AW) and was not from an IIT (Indian Institute of Technology) I felt that I was rejected by TAMU, UT Austin, U Minnesota and Virginia Tech. I do have 5 years work experience back in India (including 2 years in research). Besides, my undergrad university in India (pune university) has a good standing in the states. I was admitted into RPI directly into the phd program but no faculty was willing to fund me so had to opt for a lesser ranked school that funded my education. I am currently working on my thesis (a computational problem in bio-mechanics / bio-fluids) and was interested in knowing whether I still stand any chance of getting through to a fairly good school for a phd program in the states following my graduation with an MS.

just to add to the query…following masters, does the application process and gre score hold less relevance compared to publications, thesis, graduate research work, letters of recommendation from the MS advisor, candidate’s research interests and the availability of openings?
