What are my chances of getting into the Music Ed. Program at UCLA?

I am a current High School senior planning to major in music education. I really would like to go to UCLA's music program, but what are my chances of even getting in?

I have a good scholarly achievements. I have a 99.4 GPA (out of a hundred, its the GPA system used in Texas. :( ) 1880 in SAT, ranked 11/616. I have taken 3 AP exams so far, English Lang. Us History and Spanish 4, and passes with 3, 3, and a 5. I have a lot of extracurriculars, such as band and honor societies with good leadership here and there and rigorous classes this year. I'm also a minority (Hispanic) if that makes a difference. My only disadvantage is that I don't live in California anymore, so I'm no longer a resident.

But, I want to get into the music program.
I have been playing the flute (which I understand is HIGHLY competitive :( ) for about 6 years now, but I am definitely not a prodigy. I'm 3 chair in the second band, and although I do have some first division solos, I have never made region. Although, I do participate a lot in the band. I have marched four years, this year we made state. I'm an officer, in the musical, and in winter colorguard.

So, finally, the ultimate question is, will my participation and work make up for my lack of playing? Will it be enough to get into the music education program? I mean, I'm not terrible, but I'm not the best. Is music education more lenient than performance, since the audition repertory is the same?

It all depends on the audition, I suppose.

Your stats may help, but when it comes to music department. . . it depends on your musicianship as a flute player.
