What are my chances of getting into the UCs?

Hey all! I am new to this site and was hoping it would be a bit more helpful than Yahoo! Answers... anyways, I am here to get some opinions on my chances of getting into some of the UC colleges, including: Berkeley, Los Angeles, San Diego, San Francisco, Santa Barbara, Irvine and Davis. Now I'm not the smartest person, but I do know that there is no point in paying application fees for a "too far of a reach" college. So give me your input and I'll try to give you a summary of myself.

ACT: 28 (only took once without preparation, so I'm retaking in Sept... after I study)
GPA: 3.49/4.0 (yikes but will definitely increase senior year)
I have lettered 3 times Varsity as an athlete and hopefully will for the fourth time.
I'm not sure of my ranking actually but it's definitely top 30% (that doesn't help)
My writing skills are pretty good, I don't know, I can write a mean essay if that counts.
I plan to major in psychology and I hope to be a D1 athlete. I'm not sure what else to include so sorry if it's not enough for a proper assessment, but I guess based on your knowledge of the UCs, what do you think?

UCSF is only a graduate school, so you can’t go there for undergrad.

But for other colleges, I would say you can get into UCSB, UCI, and UCD if your essays and EC’s are really good. But still then these colleges will be slightly hard for you to get in. And for UCB, UCLA and UCSD, it’s going to be REALLY hard for you to get in them unless you write a killer essay. But if you 32+ on the ACT after lot of hard work, I"m sure you have good chances!!!

Thank you for the feedback!!

Berkeley: reach
UCLA: reach
SD: reach
Davis: low reach
SB: high match/low reach
Irvine: high match/low reach

I’d also apply to Santa Cruz because that’s more within your range.
