I am a high school student in Minnesota. I have a 4.0 and I am first in my class, 35 ACT, I volunteer at the local hospital, am on the cross country and golf teams, and I am a teen leader for a program that teaches an anti-drug curriculum to local elementary schools. I loved Berkeley when I toured it so I was just curious what people with more experience thought my chances of getting in were. Thanks!
UCB uses 10-11th grades for the GPA calculation. You get extra Honors points only for AP/IB or DE courses taken during these years not for your Honors courses since you are OOS. They will look at your UW UC GPA, Capped weighted UC GPA and Fully weighted UC GPA.

Just be aware that as an OOS applicant/student, you will receive little to no financial aid so expect to pay close to $60K/year to attend.
They do offer Regents and Chancellor scholarships but the amount is around $2000/year and usually you need to be in the top 1% of the entering Freshman class. Depending upon financial need, you may be eligible for more FA but do not expect to get a significant amount towards the $60K/year price tag.

Based on your posted stats, you look like a qualified and competitive applicant. Much will depend upon your intended major.
