What are my chances of getting into UCSB?

I am going to be a senior this fall and my dream school is UCSB. Let me tell you a little about myself:
Academics:
GPA unweighted- 4.0
GPA weighted- 4.3
My school doesn't offer honors, AP, or IB classes.
My weighted GPA is higher because I take courses at my local community college. By the time I graduate high school, I'll have my associates in the arts. I hope this makes up for my lack of honors/AP classes. (I'm in the honors program at the community college)
My college GPA is 4.0

Extracurricular activities:
Sudent Council- Junior-VP, Senior- Pres
NHS- Junior- Secretary
Student ambassadors- Sophmore- Secretary, Senior- VP
GSA (Gay, Straight Alliance)- Junior-treasurer
I started Enviromental Club at my school Junior year.

Standardized Tests:
ACT- 26- including writing (I'm retaking it in September-aiming for a 28)

Volunteer Work:
I've volunteered at a camp for the disabled every summer since I was 12.
I spend the school year volunteering at the hospital.

I want to be a biology major so keep that in mind. I know that's a hard major to get into at UCSB. Thanks for your time!

Oh and my class rank is 1 out of 53

If you can get your ACT up to 28 you have a good chance.
See 2014 Freshman Profile: http://admission.universityofcalifornia.edu/campuses/santa-barbara/freshman-profile/index.html</a>
Good Luck.

Also, I live in Arizona so I’m an out of state applicant!!

You will be paying full fees, you realize that, right? $55-$60K. No OOS scholarships are available to non-residents. That ACT score is too low.
