Why is your GPA 3.3? Is it upward trending?
Ditto the why 3.3. Unless that combines lower years with a much better junior year your other stats don’t help. You need to show you have good study habits and therefore can get much better grades.
It all depends on major and status… with your gpa engineering and business are out… just apply undecided

my friend got a 32 ACT and had a 3.6ish GPA. She was waitlisted first and then flat out denied this year. In state.
As a MN resident you do get tuition reciprocity, but you are evaluated more like an out of state student. Really depends what you are applying for and the specifics of the 3.3 GPA. UW Madision is ever more competitive especially for OOS students.
