I am no expert on Penn, so take this FWIW…you are a long shot, but then again every student who applies to Penn is a long shot. If I were you, and very interested in Penn, I would incur the app cost. Your ACT score is, in isolation, a good score. In the pool you are up against at Penn, however, it will hurt. 4 year student body President and Eagle Scout, however, are extremely strong ECs that speak volumes to your character. Coupled with good grades and athletics, you look like a strong candidate. If you get rejected like the other 91.6% of people who apply to Penn, at least you will never have to wonder “what if.” I am sure you will have some good options regardless. Good luck!
i would say your ACT is somewhat low for Penn. High stats are just a guarantee to be put in the pool for consideration, so being out of their range is kind of an easy way to get removed from the pool at first glance. Take my opinion w/ a grain of salt, as I am just another applicant!
You have quite strong extracurriculars, but according to adcoms, they matter a lot less than people actually think they do, and the ones that really stand out are usually the ones that are grounds for admissions. With the information you have given, I think you have a very slim chance, but a chance is a chance, so its not impossible.
