Hi everyone,
I am currently attending community college. I have taken 2 semesters so far and my GPA as of now is a 2.43. I know its bad but I am working really hard on improving it and I have calculated that by the end of my CCC career I can get a 3.5 . I am majoring in Computer Science and want to know how I can improve my chances of getting in to the UCSB school of engineering . Also what does UC gpa mean?

This link shows the UC Transfer GPA by major and campus. For UCSB in 2018, the UC GPA admit range for CS was 3.71 to 3.94. A target 3.5 would be too low for a solid chance.

UC GPA is your CC GPA for all UC transferable courses taken.
Keep in mind they don’t see your gpa when you graduate from your CCC. The gpa they have to work with is the one you have after you apply at the time of your Transfer update (due end of January).
You might want to consider a 3rd year at your CCC to improve your gpa. Also be sure to apply widely (ie. UCR, UC Merced, CSU)
I am sorry but what makes you think you’re going to get straight A’s to get your GPA to a 3.5 if you are currently at a 2.4 right now?
