What are my chances of getting into these UC's?

Your GPA is excellent, but your SAT scores might be too low for Berkeley and LA. I would say that Davis is a reach, Irvine a high match, and Santa Barbara a match.

Well, ELC already guarantees you at UCI and UCD, and SB if I’m not mistaken. With or without ELC, I think your stats are strong enough for SB anyhow.

For UCLA and Berkeley, your GPA and SATs are too low, unfortunately. These are probably the most important parts of your application, so you would have to have convinced them through your essay, ECs, etc. You still have a shot though, if your essays were good enough.

Good luck~

EDIT: Didn’t see that you’re applying for engineering. Your chances at engineering are probably not good, considering your Math SAT/II scores. You probably still have a shot at UCI/Davis/SB, but I’d consider UCLA Engineering a very high reach.
