Not yet taken the ACT(OCT) or SAT MATH 2(NOV)
No APs I can’t afford them I’m saving up for Math BC, Statistics and Econ but that will be next year so it probably won’t count
Pretty solid recommendations from my teachers (9/10)
Great recommendation from the CEO of the startup I was interning at (8.0/10)

check to see most schools don’t give financial aid for international students … I would call Penn and get specifics before you waste an ED… also Penns GPA avg is 3.91…What are your SAT or ACT scores?

Penn s average GPA is in fact a 3.94. Penn gives more emphasis on GPA than SAT scores. However, You will have a better picture when you get your SAT scores, and in general it should be a 2200+ in order to have a decent chance. . If you apply to Penn and they admit you then they will cover your financial need. If they end up not covering your entire demonstrated need, then the ED acceptance is not binding and you are free to go to other schools.
