For UMich CoE and LSA, they are both high match for you. Girls applying to CoE have some advantage there.

Is that GPA for the accumulated from9to11grade grade?

For UCB/UCLA and UCSD, calculate your UC GPA (capped):http://rogerhub.com/gpa-calculator-uc/
UCLA/UCB also use the fully weighted uncapped GPA. As an OOS applicant, for the capped, you can only use your AP/IB classes for the extra honors points.

Can you and your family afford the cost of the UC’s as an OOS student? $23K/year plus your family EFC?

You look like a competitive applicant. Good Luck.
