That UC GPA is great. A score of 29 on the ACT is already all right, but it would be just average for UCSD. I suggest you retake the October (the normal deadline was September. 16 though) or the November one for better chances. Score a 32 (which is UCSD’s 75% rank score) and you have absolutely no reason of being rejected.
What is your intended major? It can all boil down to your choice of field, because some majors are more difficult to get accepted in than others—like CS, for example.

Would a 30 be enough for UCSD? Also, scores 1350 on new SAT (630 reading, 720 math).
Based on UCSD’s common data set, 55% of the applicants had an ACT of 30-36. This only means that it is extremely competitive. 2 points will make all the difference. Nevertheless, if 30 is what you get, I think you should still have a pretty good chance.
