What are my chances?

First of all I'd like to state that I am by no means near the level of some people on this site. I'm simply an average guy who would like to know what my chances are for the schools that I am interested in. Half asian from California if that's important. I plan to major in business administrations with a minor in accounting/economics.

Reach (I'm about 95% sure I won't get into either of these schools):
University of Michigan
UC Irvine

Target(Or so I've been told):
University of Washington at Seattle (My top choice, but I'm hesitant about my chances of being admitted)
UC Davis
UC Riverside
University of San Diego

Safety:

Santa Clara University
Drexel University

Stats:

GPA: 3.4 UW, 3.7 W (Bad, I know)
SAT(Taking again in October to see if I can improve): 2100
ACT: 31
SAT II's (This is what I'm most worried about for the UC's. I am taking them again, Math and US Hist, in November): Bio E: 620, US Hist:670

EC's:
President of Ecology Club/4 years worth in club
Red Cross Club/4 Years Worth/South Bay Red Cross Youth Volunteer for 2 years
Christian Club/4 Years worth

Over 250 Hours worth of Community service across these three clubs/organizations
Tennis Team for two years(Won our league both years)
Worked a part time job over the summer for both 10th and 11th grade

Other info:
AP Classes: Bio, 4, Statistics, yet to take, Art History, yet to take, Government/Economics, yet to take
CSF 2 Years
Principal's Honor roll for 3 Years
Handicapped Brother that currently goes to college(Majority of my essays are about growing up with him)

So what are my chances?

Forgot to mention that I’m currently a senior this year.

My schedule:

AP Statistics
English 7-8
AP Art History
AP Econ/Government
Photography 1-2(Needed an art credit to graduate :P)

uc davis is definitely harder to get into than uc irvine

I’m pretty sure you would get into UW, the only thing holding you back is your GPA however I think your SAT and ACT make up for that. I live in Washington and about 20 kids from my school get into UW-Seattle every year, many with worse stats than you (ex. 1800 SAT, 3.5 GPA).
