TAMU gives out of state the in-state tuition rate if they get at least $4,000/yr in scholarships. The national scholar/NMF scholarship is $10,500/yr +$1,000 one time stipend. In state tuition is around $11.5-$12K/yr. So the value of the NMF scholarship is pretty large at TAMU if you count getting in-state tuition. The student may also get a few other general/dept scholarships that will put the total covering full tuition/fees.
I understand if TAMU is too large though.
OK - so I wasn’t sure on their language - it wasn’t clear how is written (at least to me). But you are saying they also get an OOS waiver.
