What are my options?

My college decision has basically come down to either the University of Wisconsin-Madison, or UW-Milwaukee.

The two Wisconsin schools are my best financial options. Milwaukee offered me a full ride (all expenses) whereas Madison offered me full tuition.
I have visited Milwaukee and it did not seem like a very good fit.
I have a ACT of 31 and a 3.91 GPA. I am definetly not trying to sound stuck up, but Milwaukee has an average ACT of 20-24, and I just feel like I wouldn't be surrounded by people that are very much like me, and wouldn't necessarily be that challenging. I also don't like that it is mainly a commuter school.
On the other hand, I love Madison.
My parents will be contributing basically nothing to my expenses, so the room and board at Madison would have to be paid for by loans, or private scholarships (which I won't know if I have recieved until summer).
My parents have just told me that I have to go to Milwaukee because they don't want to cosign loans. (I am under 18).
Do I have any options to arrange for loans or something else myself, so that I can go to Madison?

Congrats on your offers! I think it should be your choice of school as you’ve obviously worked hard and have alot of potential. To answer your question, you’re eligible for a $5500 Stafford loan if you file FAFSA, or $9500 if your parents apply for and are refused a PLUS loan.

What is your EFC? If you have additional unmet need you might be offered work study. I would recommend talking with FA at Madison as well. It’s obvious they would like to have you there and they may be able to come up with an additional grant to help close the gap.
