What are my Rice university chances

Class rank: 13/600
SAT: 670 reading, 740 math
Part of Muslim Student Association (treasurer in 11th grade), National Honor Society, National German Honor Society
Was part of religious youth club and freshman science club
30-40 hrs volunteering
Took hardware and programming class in tenth grade
Asian (Afghanistan)
3-4 yr superintendent scholar
First generation college student
Electrical/computer engineering major
I realize that my SAT is low for rice standards, but I am wondering what my chances would be considering my class rank and my cultural background, which I will cover in my writing. I am from a low income family and my parents immigrated from Afghanistan, making things difficult in life. I’ve struggled with reading and anxiety issues in the fourth grade as well. As a first generation afghan american college student I am highly motivated to become a success to my family and afghans alike.

Opinions would be much appreciated, as well as any other great school recommendations that offer outstanding financial aid.

Since you said you come from a low income background, I do recommend influencing and utilizing that in your essay because it can touch some hearts and make people understand what you went through. I also recommend looking at the QuestBridge scholarship because it is meant for people like you who want to do well and make a mark on the world without having much on an income. Your chances at the moment seem like a reach but if you do the SAT again and potentially improve you rank, you could be on par with their standards.
