I agree Rochester is a great choice if you get aid, same with Pitt.
Some good state flagships and science/ag/engineering schools that offer significant merit aid to OOS students with high stats, like yours: University of Kansas, Kansas State, Iowa, Iowa State, New Mexico, New Mexico State. All are national research universities. Even if not as highly ranked as say Michigan or UNC, these schools attract many of the top students in their states. Kansas and KSU are in great college towns, a couple of the best really. Iowa has an urban campus! For example, see Kansas, scroll down to OOS/non-resident scholarships. And run the NPC for yourself.
