Sorry, to actually answer your question…

There really isn’t a program that can be considered the “best” because it all comes down to what you want to take away from the program. They’re all very good, but there are a lot of factors that come into play on a foreign exchange. While all programs do a host family match program, you may end up not liking your host family. There are also some programs that don’t let you choose which country you want to go to and contractually bind you before you know where you’re going (coughrotarycough). Each program has different countries that they host in, too. They usually have the most popular, but if you want a less popular country like Poland, you have to look at the few programs that you can that offer exchanges there. Even if you want an exchange in an English speaking country, you’ll have to look around a bit because not all the programs here have exchanges in the UK.

If you want freedom or to volunteer, go with CCI.
If you want the best known program, go with the Rotary.
If you’re denied by the Rotary, go with AFS (a lot easier to get into).

If you want the best deal, go with either the Lion’s Club or Rotary.
Second best deal would be through the Center for Cultural Interchange (CCI).

Forgot to give you the Lion’s Club website before.
[International Camps and Exchange Program](http://www.lionsclubs.org/EN/content/youth_yce_intro.shtml)

Worst deals would be ASSE and AIESEC. AFS is pricey, too, but once you’re back state side, you’re a part of a large network of returnee’s.

At the end of the day, the choice is really up to you. Make sure you look into scholarships, though. There is a lot of federal money for people who want to study in Germany and areas of high interest to the state department (Egypt, Morocco, South Korea, China, etc). Also, the rotary has a scholarship program (open to everyone), and at AFS we have a number of scholarships, but a lot of the deadlines have past.
