<p>I think Illinois has the top program.</p>
<p>They don't really rank "structural" engineering because most colleges do not have such a specific department; instead structural engineering is included as a concentration in civil engineering (and can also overlap into other areas such as aero). As to civil engineering, US News lists the following as the top 10 (for colleges that have programs through Ph.D programs):</p>
