"Writing I requirement
Passed out by: 3, 4, or 5 on AP English exams or 680+ on SAT II Writing or passing the Subject A exam"

I hope I am mistaken, but that's for the English Profiency Exam. For Writing I, you need:

" 4 or 5 on one of the College Board Advanced Placement Tests in English or a combination of a score of 720 or better on the SAT II Subject Test in Writing and superior performance on the English Composition 3 Proficiency Examination."

teal, i corrected myself in a later post on the first page regarding the writing I requirement. it is supposed to read the quote that you posted above.

your class planner (accessed through myucla) can also show which classes are still available. it's much faster and more convenient to make several plans.

I've tried to look for the answer to this question in about every place I can think of, but am still unclear--is there any way I can take English 4HW (Critical Reading and Writing Honors) my first quarter?

Bump from the ancient past. I saw post #46, did a double-take of 4HW, and saw that the registrar lists the class as impacted and needing department consent. What is the significance for me of these two classifications? Does this spoil my plans to take Engl 4HW first quarter?

It's for English students specifically. I do not know if you're officially declared as one if you're Pre-English. In any case, you're not going to be severely inhibited in pursuing your major if you bypass English 4HW seeing that it's a quarterly course... but I think it's smarter if you're doing English to just plunge into 4W if possible and go through the 10 series so that you can do everything else.
