Even though I am studying in the US, I’m still a Korean citizen (thus I have an F-1 Visa in order to stay in the US) with my permanent address being in Korea. With that said, I am not considered to be a Cal resident; I have to pay out-of-state tuition or international student tuition if there is a category for it.
