A 3.7 will not get you into UCLA. With California's economic situation I would think hard about the UCs which are going to be crowded and facing budget cutbacks. If you can u swing it financially you should look at privates in California. Some of them will offer merit money, particularly if they are looking for students from your state for geographic diversity.
You should go to the college board site and put in some criteria to come up with a starting list. You also need to come up with a more realistic major.

A 3.7 won't get oneself into UCLA? Wait, which college are we talking about here?
Since he is OOS, yes, it will be hard. He still has two years left. Essays, test scores, and hopefully more-to-come EC's are still in the process..not just his GPA.
A 3.7 IN-state is still pretty competitive. You can't rule out someone based on a GPA. I know people who have gotten in with a 3.3-3.4, and we're talking last year, which was one of the most competitive years.

You have a shot at any college you want to attend. Write a killer essay, work on your EC's. LAND an internship for next summer. If not, work during the year. Adcoms love to see students who can balance out school work with his/her working life. Work on raising your test scores. Get private lessons for it..whatever you can. It's your future we're talking about here, so if you REALLY want to go to UCLA or another dream school, work at it. Nothing comes easy. And it's worth it in the end.
Good luck man.
