<p>There are a lot that will take a photocopy or the score off your transcript to make the initial admission decision (usually conditioned on your later providing the official score). You will find that true at a huge number of state colleges. It is best to check the websites of the particular colleges you are interested in to see if they do that.</p>

<p>Yes, most of those still require an official one after you are admitted but the point is if you are accepted and are afterwards sending it the official report, it means you are planning to attend that college and don't need to send any more reports elsewhere. You obviously don't need to send them an offical report if you decide not to accept admission at the college. </p>
<p>Note, there are still a lot of colleges that require that official report for you even to be considered for admission. If you cannot afford the cost and can show that, it will be waived by the College Board.</p>

<p>The website doesn't specifically mention waiving the fee for score reports. However, if you guidance counselor were to call an admissions officer at the universities that you are applying to and explain your situtation, I bet most colleges would accept the sugned score report copy, at least for the admissions process (They would, as someone said before, require an official report before letting you enroll)</p>
