What do I need to do before reapplying?

I graduated with B.S. in management with concentration in finance.
For fall 2014, I applied MA in international relations.(concentration in international security and East Asian politics)
However, I was rejected from three schools I applied.

My Stat : - GPA 2.31 overall, 2.61 last two years
- GRE 157 verbal 163 Quant 3.5 Analytical
- Two years military experience (Korean Army) and I participated in forum related to the field I want to study.
- LOR from church pastors, I wasn't able to get from my professors and military people)
- In Personal Statement, I showed a strong interest in East Asian politics, especially Korean Unification
and passion on how much I need to study international security and politics

My Plan : - Retake GRE
- Enroll in a regional community college and take Micro and Macro econ, Cal I (b/c schools put importance on
quant.)
- Get internship in helping out North Korean defectors
- Study Chinese

Because I felt the strong need to study international relations, I want to try it again. However, I need to get some feedback on My Plan.

Think about looking at some entry-level professional opportunities in international relations. Work experience is valuable in fields that are focused on professional outcomes.

Given your GPA, if it is on a 4.00 scale, you will have a difficult time getting into a graduate program without a significant amount of work experience. If you have experience, your GPA won’t be as important.
