If the postmarked deadline of a particular university is let's say March 15, does that mean that the materials must arrive at the university BEFORE the 15th? or the materials must be sent before the 15th?

must be sent before/on March 15th. (no later than march 15th) :p

So, if i send the materials by March 12 and they arrive March 17th let's say, that wouldn't be an issue?

so, ur material will say like postmarked on March 12..........so that is not supposed to be an issue (unless stated other wise by ur univ) :)

What a relief, I was beginning to get worried that they wouldn't make it on time... Thanks

u can always recheck w/ the admission office (that's what I always do no matter when I send it! It can't go against u if u do!) ur Welcome!

postmarked by March 15 means the post office has to mark it by march 15. The safest way to do this is just walk into the post office and hand it to the clerk behind the desk and he'll stamp it for you (marking it).
