What do to about bad roommates...?

Two friends of mine are having a really horrible time with their suitemates (two girls they are sharing bathroom with) (loud music, won't clean bathroom, etc etc), you know, normal stuff but it has been escalating from loud music to having half a dozen loud people in the room in the middle of the night to serious things. Today there was an incident where they left a male alone in their room and for some reason he went through the bathroom to my friends' room and ended up harrassing them. They are pretty freaked and terrified.

The RA won't do anything. So they want to move. Is there anything else they can do? Who can they tell that will actually do something? The police?!

If the RA won't do anything, he/she is being lazy. Go to someone higher up (in the Office of Residential Life, or something like that) and they will definitely get it fixed (and make sure the RA never acts like this again).

what did he do to harrass them?
the importance of the RA doing something depends on what it was...like, was it attempted assault, or was it just annoying immature comments?

They need to tell the residential life office (or whatever it's called at your school). Have they spoken directly to these girls and told them this isn't okay?
