I am asking this because I will be applying to transfer out of my community college to a university. So if I were to be accepted into the university, but not specific program or major. What would I be considered as at the university? Just a sophomore still completing requirements/prerequisites for my major? As I would at my CC? And do you know if not having all the requirements for my major I want, will hurt my chances of being admitted? Please help. I'm not sure if colleges care or not because I will have enough credits to transfer, just not all the requirements to declare for a major.

You need to check each school for the policy on declaring your desired major. They could all differ.

At some schools (or some majors at those schools), declaring the major may just be a formality that can be done once you start attending, or after completing any missing prerequisites that were not offered at your CC. At others (or for some majors at a given school), you may have to apply to a competitive admission process to declare the major. In this case, you would want to have a backup major plan for a major that is not so popular and which you won’t have trouble getting admitted to.
