What Does it Mean for a School to Be 'Strong' in a Particular Area?

Does it mean the courses in that field are tougher? The program is more renowned and respected with employers? The professors are better? The facilities and opportunities (for research in that area) are more comprehensive? A combination of some of the above?

I’m thinking it’s a combination.

I can only speak from the POV of a perspective CS major. Departmental strength is very important for CS, IMO. For example, at schools with small programs, I would likely get bored and maybe even run out of courses due to a lack of depth and breadth. I also look for any extras–the sense of community within the department, quality of research labs, hands-on instruction, internships, competitions, team projects, etc.

Idk it might depend on what program your pursuing.
