<p>What if one makes a public outburst, for example? (a public outburst from a temper tantrum) Or a public suicide threat? (and seems unrelentingly suicidal even after initial consolation?)</p>

There are laws regarding what you are talking about. In Washington, you can involuntarily put someone in a designated facility for a period of time if they have attempted suicide. I think you need a mental health pro to do this. threatening suicide is more difficult. I do believe someone in the mental health profession needs to be involved for this to happen.
