What does legacy mean for an out of stater?

Some schools consider out of state legacies as instaters when reviewing applications and I was just wondering what UNC does.

Well by NC law they can only hav 18% OOS and I'm sure you are still in that category so it really wouldn't matter for admission quotas and tuition. As far as being a boost over other OOS candidates, I suppose it can't hurt...

i'm a legacy from OOS and i was waitlisted. i eventually got in (yay!), but i still had above average stats (not really for OOS, but definitely IS)

another legacy OOS got in to georgetown and NYU OOS but was also waitlisted for UNC. he eventually got in, too, though.

Georgetown and NYU are private schools.

actually, i didn't know NYU was private.

but that wasn't really the point. i was just trying to say that he got into schools that are almost impossible to get into, but was waitlisted for a school to which he was a legacy.
