What does this even mean?

Dear XXXXX:

Thank you for your application to Cornell University. We regret to inform you that we are unable to offer you admission to Cornell. Given our very large and competitive applicant pool, it is not possible to offer admission to all candidates who would benefit from a Cornell education.

Within the next few days you will receive notification from the undergraduate college to which you’ve applied that you are being offered a transfer option. Please contact the college directly if you have any questions.

We wish you the best as you consider your collegiate options.

Do you guys know what the second paragraph means? I'm trying not to read too much into it.

It may be an offer for Guaranteed Transfer. Basically, you’ll be accepted as a transfer next year if you fulfill course and GPA requirements at another school.

How do we know when we’re offered Guaranteed Transfer? Also, if I am given this option, stupid question, but would that mean I would have to attend Cornell for another 4 years rather than 3?

I would call them or something, and wait for the actual letter to arrive. You only need to do 3 years at Cornell once you transfer.
