A applied Brown RD, didn’t set up an interview, and now they called to set one up, they initiated it. I’ve heard that Brown only interviews 70% of its applicants, but is the other 30% due to lack of reps in the area or what? Does an interview request serve me any purpose at all? It’s non consequential according to my guidance counselor, what are your guys’ thoughts?

you don't ask for an interview; they ask you. that's just how it works. you don't request one.

are you thinking of not interviewing? i think it's a good idea...every bit helps and the interview could be a good opportunity to sell yourself
it's also a good way to learn more about brown from an involved alum

so does anyone have the statistics on how many students they WANT to interview a year, the website just says 70% but that number could be inaccurate due to a lapse in communication in certain areas, missed calls, etc...

Ideally, they'd like to interview all of them. That is simply impossible, however, since interviews are conducted through an all-volunteeer organization. As Jamesah stated, they initiate the interview; it's standard procedure. They try to provide an interview for as many students as possible. That inevitable 30% is most likely some international students/students in areas with lows reps, kids who choose not to be interviewed, and other applicants who simply fall through the cracks. You are encouraged to call and set up the interview yourself if you have yet to be called by a rep by a certain date...which is what I had to do last year when the volunteer interviewer for my area decided he/she was too busy to interview anyone XD...The interview has little to no bearing on your decision, it's more a chance for you to ask questions. I'd say go for it - it can't hurt you (unless you come off as a huge douchebag, of course ;) - but it's debatable if even that would affect the decision to any extent). Much insight can be gleaned from speaking to someone who has actually ATTENDED a school you're interested in, I've found...

i was deferred ED, and i was really dissatisfied with my interview. do you think i could ask for another one since it's not the RD pool?

call and ask if they think it is necessary
