What else can I do?

I am currently a junior in high school and Penn is my dream school. My brother is currently a freshmen in Penn. Does this give me a better chance of being admitted. I'm in the top 15 in my class of about 130, which isn't that great and a 4.0 gpa. My school only offers 4 ap classes, and I'm currently taking one my junior year and the three others next year. I have an after school job and I'm in four clubs and volunteer at a museum. Other than getting good SAT scores and a great essay what else can I do?

i’m not sure what the four clubs are but if you can get leadership positions in any/all of them, it will really show passion and effort - both of which are really important on an application.

the clubs are french, SADD, community service corps, and student ambassadors

Your brother being at Penn won’t help you.
Legacy is via parents and grandparents.

Show that you have a genuine interest in something, anything. Those clubs look fine, but its kind of hard to have a passion for either of them. Community service is great to have, but its not a passion, if you know what I mean. Highlight something about you that is different from other people.

definitely talk to your brother and get him to help you with your application when the time comes.

unfortunately, top 15 out of 130 isnt the top 10%, so getting in is going to be very difficult. work on that rank!
