what exactly does by december 1st mean?

Does that mean November 30 by 11:59 PM or december 1st by 11:59 PM?

December 1, 11:59 p.m. with applicable time zone based on location of college.

Thanks. Is it the same for all colleges?

I honestly wouldn’t recommend pushing it until the last minute.

I don’t plan on it. It is just for an extra letter of rec I will be receiving after my local post office closes, so I can’t send it today.

I cannot say it is the same for all colleges but it is the same for all for which I have ever looked at the issue which is a lot. But you can assume that if the college simply says Dec 1 and provides no time of day, you have until 11:59 (actually midnight but people sometimes get confused when a school says “midnight, December 1” thinking that could refer to the crossover from Nov 30 to Dec 1, but it does not, it always means the end of Dec 1).

Actually you need to check every college website very carefully. There was a “Dec. 1, 8 am” on one merit site, just cant remember which one. But it shouldnt matter for a rec letter.
