I submitted my application to University of the Pacific, but I decided I won't go there, even if I do get accepted.

However, they waived my application fee so I didn't have to pay for that, except to complete my application, I have to submit my SAT scores and transcript.

So my question is, will I be penalized for not turning in my scores and grades?

You won’t be penalized, persay, but I’m willing to guess that your application will probably never be reviewed or considered/they will send you lots of emails bothering you about sending in those last pieces of data.

Which can be mitigated by a simple email to them saying you wish to be withdrawn from further consideration. (which would have taken as much time as for you to compose your original post)
