<p>I told one of my friends from my school I wanted to apply to USNA, and he told me that it has been his dream since 9th grade! He loves the academy. However, he is not an official US citizen, but a permanent resident of North Carolina. He has had concerns about this, but keeps having a never give-up attitude. He was born in China and won't be a citizen until 2010. Can he get an appointment to the USNA as a permanent resident?</p>

The answer is NO. All midshipmen, except for foreign nationals, are required to be U.S. citizens. Proof of citizenship is required for all candidates offered an appointment.</p>
<p>2010 is only a few years from now. What grade is he in? Sounds like he may be able to meet that requirement by doing a year or so at another school while he pushes citizenship along the path. Below is the general criteria from a congressmans web page. You may want to check out your own Congressmans webpage as they all have information about the Academies on their web page and they explain the requirments:
CANDIDATE CRITERIA:
Applicant must meet all Academy requirement
Applicant must be at least 17 years old, and not have passed your 23rd birthday by July 1 of the year of entry to the Military, Naval or Air Force Academies, 25th birthday for the Merchant Marine Academy
Applicant must be unmarried, not pregnant, and have no legal obligation to support children or other dependents
Applicant must be a United States Citizen by the Application for Congressional Nomination deadline date.
Evaluations are made on the “whole person” model, taking into consideration academic, leadership and physical abilities</p>
