If the university offers both majors, chances are they will have a very different focus. The math majors I know take classes such as real and complex analysis, abstract algebra, topology, graph theory, etc. The applied math majors are more likely to take differential equations, statistics, numerical analysis, computational linear algebra and math modelling. Applied mathematics also typically requires a number of classes in allied fields such as computer science or physics.

Colleges that offer only a major in math often give students more leeway in picking their courses. For example, they might require differential equations, real analysis and abstract algebra for the major, and then give you a number of electives which you can use to take more courses in either applied or abstract mathematics.
