I'm entering College Undergrad as a freshman and wanted to know which was the best option on the IBanking career:

Rice- Major Economics
UTexas- Major in Finance/Accounting, etc.
Northwestern- Major in Economics, Finance, etc.

Definitely Northwestern or UT over Rice.

Rice is a great school but you just won't get that sort of recruitment there and they aren't really known for Econ.

UPenn (Wharton)- with a finance/econ major?

The OP isn't asking for additional suggestions, just which out of the 3 they listed. I'd agree with the first poster.

Probably Northwestern. There are plenty of better ways to earn a living though...investment banking would be a waste of your 20's. Enjoy!
