could somebody please provide a brief description of what Ebills, CARS, and EFT is?

CARS - manages your financial relationship with university. if you have fin aid, it will go into CARS and it'll help pay for university fees and dorm if ur staying in dorm.

EBILL - stupid things that charges you. pay however much it tells u to pay by a given deadline and you'll be ok.

EFT - program that sends the money left over from CARS fin aid to student bank account. most freshmen dont use it.

okay, but why exactly would someone have money left over from CARS fin aid?

well, say you've got 9,000 in fin aid that is sent to CARS and you're living off campus. berkeley will only deduct tuition...so about 3,800. the student would get 5,200 deposited in their bank accounts. if the student is living on campus and has lots of fin aid, theres a high probability that said student wont get any money into their account.

In the student budget, the school takes into account books, food (other than meal plan), transportation, and personal things. That is what the refund is for. So ppl living in dorms will get a refund if they have enough financial aid for those things. Most ppl i know who are on financial aid get refunds, whether they are on or off campus. The most i saw a person get who lived in the domrs was about 5000, but they may have done a budget appeal. Oh yeah, if you are living in more expensive dorms, like ckc or any suites, you can do a budget appeal. The budget appeal will increase your need for housing fees. The financial aid office will find more money for you, usually in the form of loans, but its a good idea if you need the money.
