What is going on with the portal and the "decision"?

First an email came that the decision was in. Then the portal was down for maintenance. Now the only message is this:

Thank you for your application, xxx. We hope you will accept our offer, and we look forward to reviewing your updated academic information.

Is this an acceptance? A deferral? What the heck?
