"Does it mean that if youve finished all the lower division general education requirements at your current institution, it will count in the place of the lower division requirements at the institution you want to transfer to?

Or is it only eligible to uc students who have completed all ther gen ed (including upper division) at their current institution?"

This was someone else's post(in transfer-students forum) but it has yet to be answered and I need to know the answer for it as well.

I think it means that if one is accepted/enrolled/registered at any UC, they can take classes at any other UC for a semester. For instance, if someone at UC Berkeley wants to take a class at UC Davis, they can, and the credits/grade would count the same as if the class was at Cal - it wouldn't be "transfer" credit and would be part of the same GPA.

I've JUST received my UC Reciprocity. I transferred from UCLA to Berkeley. What it means is this:

You completed all General Education Requirements (gen ed is not upper division anyway) at your original university. When this is completed, and this ONLY applies to UC schools, then you do not need to complete gen ed requirements at the university you are transferring to.

I'm at UCSD (ERC) and there are 2 upper division requirements.

The first one is to take 2 upper division classes on a specific geographic region. The other is to submit a long paper or many papers from an Upper-Division course. (This GE is known as the Upper-Division Writing Req).

UC Reciprocity is very similar to IGETC but, instead of being CCC to UC it is UC to UC. Like the previous posts state, you need to complete the GE requirements at your current UC. If GE requirements are completed you can obtain a letter of reciprocity to satisfy the GE requirements at the UC campus you will transfer to. I'd check with an academic adviser to determine if it is just lower division GE or both upper and lower division GE that are satisfied.
