From personal experience, how would you order the importance of these things when applying to LA ?:
UW GPA
W GPA
Test Scores
ECs
Community Service
Essays

The average capped GPA for admitted students from my school is 4.27, but my capped is 4.21. My test scores are also very average for LA admits. However, I have a strong leadership and community service history, and my essays are not bad. I’m wondering if the disparity in GPA will cause me to be a surefire rejection or not.

The difference of .06 in your GPA is negligible.

I’ve heard (HEARD, not know), that they weight grades and test scores very heavily, along with class rigor.

If you look at the common dataset (CDS), GPA/test scores/essays and HS course rigor are considered very important. EC’s, volunteer and job experience are considered important.
