<p>Well, I know a guy that lives in Utah who got it, and he got a 35 on his ACT, not 36. How did that work?</p>
<p>I think they pick the top 30 guys / girls in each state, so in smaller states, you could probably get it which less than perfect scores.</p>
<p>No, not top 30 for each state...they only choose a total of 144 in the entire nation.</p>
<p>First they identify Candidates--about 2600 out of 3 million high school seniors, with a minimum of 20 male and 20 female per state (plus DC, Puerto Rico and Americans living abroad) based only on the highest SAT/AC scores.</p>
<p>Then those Candidates submit an application (arghh--more essays!).</p>
<p>Then Semifinalists are selected. 6 minimum per state/group (3 male and 3 female).</p>
<p>Then Presidential Scholars are selected. Minimum of 2 (1 male, 1 female) per state (plus DC, PR and Americans abroad), plus some floaters (15), for a total of 121 academic Presidential Scholars. </p>
<p>They also select 20 Presidential Scholars in the Arts, but that is done through a whole different process that includes live auditions, etc.</p>

<p>The site says that up to 141 students are recognized as presidential scholars, so it can't be just two per state.</p>
