<p>Even afterwards. Why would that make a difference? You should go to UCLA</a> Registrar's Office Home and look up the guidelines for establishing residency. Essentially, unless you're going to get married to a CA resident ASAP or bear a California-born child, it's unlikely that you'll manage to jump through all of the hoops. Even if you do, it will not be without considerable difficulty in establishing your 'independent' status.</p>

Non-U.S. citizens or non-permanent residents i.e. "Green Card" holders don't get crap from the government in regards to financial aid. Doesn't matter if you're 1st or 4th year. </p>
<p>You can help subsidize a college education by applying for academic scholarships but usually those have a caveat of the applicant being either a citizen or permanent resident. The scholarship one applies for will have all the conditions stated on the application form.</p>
<p>An alternate recourse is to get private loans but you'll need a co-signer if you don't have sufficient assets and/or a high enough credit score.</p>
