What Master degree is needed for PhD in Educational Leadership and Policy: K-12 and Higher Education

<p>There are many universities which offer PhD in Educational Leadership and in their admission criteria they have "Master's degree is must" but they didn't specify what master degree is needed.</p>

<p>I completed Master degree in Information Technology with Project Management specialization and my thesis is in "e-learning and management". I want to move into Educational leadership and Policy for my PhD.</p>

<p>Will I be considered for PhD in Educational Leadership and Policy based on my background ?</p>
