<p>Actually, Purdue also offer actuarial science program, so Ball State is not the only one. </p>
<p>Ball State may be a good option if you are looking for both a good actuarial program as well as good merit money. It may not ranked as high up as some of the other schools (Michigan, UW-Madison, UIllinois, etc.), but Ball State certainly has a well respected actuarial program. D graduated from Umich and works as an actuary. There are lots of BSU grads at her office.</p>
<p>Otherwise, Purdue also has merit scholarships and so does Umich. I believe both Purdue and Umich have preference for in-state students though.</p>
