What program is best if I want to work for the state on immigration issues?

I know that I would like to work to help immigrants to the US, and that I would like to be involved in either helping them directly, or helping to create and implement immigration policies. I don't know if I should be applying for a sociology degree, an international policy degree, or public policy and/or public affairs degree. I am interested in getting a master's degree. Which program would be best for my interests?

I know I number of people doing that type of work. One has a J.D., another with an MPP, and another with an MBA (although she does financial work for an immigrant rights organization, so it might not be exactly what you want).
Figure out what you actually want to do, then go from there. Social work is another option (MSW). Is it policy change you want to do? Direct care? Legal assistance? A mix? There are alot of areas, and one degree doesn't always transfer from one to another.
