<p>The one that you like the best, which fits your goals at the lowest possible cost.</p>
<p>UMD is "best academically" on my scale. I live in MD btw. UMD has solid engineering and is the best public school in CS. Next I would put Delaware because I havnt heard of the other school. If you live in MD or Delaware, try looking at Penn State because (unless you want CS or want instate costs) Penn State is "better."</p>
<p>By "better" I mean you will have more name recognition and possibly a better education (what you learn is mostly what you try to get out of the college experience).</p>
<p>I would say UMCP (not UM Baltimore), Udel and then Loyola.</p>

<p>Agrre that the best is the best fit for you. All are about equal and are decent schools with decent reps. See where you feel you'll be happiest and most successful.</p>
<p>UMD = Overrated</p>
<p>UDel has a reallllly good engineering program, but it's not competitive for much else. It all depends what you're looking for.</p>
